As the system introduced in Zanzibar in 190St
was found to be more convenient than that of
the earlier Order, similar changes have been
made in the Bahrein Order.
A slight alteration in Article 12 (1) has been
made, and the powers of the Magistrate under
the Acts scheduled to the Foreign Jurisdiction
Act, 1890, conferred on the District Court, i.e. r
the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , so as to avoid the delay
consequent on a reference to the Political
Eesident.
In Article 12 (4) (d), the area of the groups
under Part II of the Fugitive Offenders Act,
1881, has been extended so as to prevent incon
venience^.
Article 14 (2), formerly 11, is new, and is based,
on a provision in the Morocco Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. ,

Articles 21 and 22 (formerly 18 and 19) have
been made to apply only to British subjects. /
Orders of prohibition or deportation against
Bahreinis would not be reasonable^ and until ; ,
British jurisdiction over foreigners in Bahrein
has become firmly established, the deportation of
foreigners would be almost certain to cause
friction with foreign Powers.
Furthermore, the grant of jurisdiction ovef
foreigners from the Sheikh seems scarcely to ; , '' t- -
cover such a proceeding as deportation.
Article 32. A similar Article is now inserted
in all Orders prepared in the Foreign Office.
Article 35 (formerly 31). The draft of this
Article departed from the usual type {e.g.,
Article 28 of the Persia Coast and Islands Order),
but the reason for the change was not explained^

Physical characteristics

Foliation: the system in use starts at the title page and continues to the third folio from the rear of the volume. The foliation sequence appears in pencil, circled, in the top right hand corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. Foliation anomalies: folio 86 is followed by folios 87A and 87B; folio 92 is followed by 93A, 93B and 93C. Folio 102 folds out slightly beyond the edge of the volume. A second sequence, written in pencil (uncircled) runs from folios 2-229, and appears only on those pages that contain text.
