Pleaee refer to my letter No.556 dated the 9th September 1913,
Sir Percy*a letter No.3011 dated the 3rd October 1913 to Government,
and Foreign letter No«2059-G dated the 5th November 1913 on the sub
ject of the juriediction over all natives of Nejd and Hassa sojourn-
ing in Bahrein.
The position is now very unsatisfactory,but I presume it cannot
be rectified until some settlement is arrived at between Bin Saud
and the Turkish Government^
Sometime ago a case occurred in which Shaikh Isa suddenly con
fined^ Hassawis in Moharaq, and had them flogged for being drunk.
This matter was all over before I heard of it. I protested to Shaikh
Isa that he should not have acted as he did as the matter of juris
diction had been referred to Government, and there was some correspoa
-dence on the subject,but as it seemed to me that Government did not
wish the matter raised in an acute form just now I did not press it.
Recently a man was murdered and his head cut off near Budaya,
and it was thought at first / he was a local man and the Amir was
making enquiries.
Subsequently it turned out that the man was a Hassawi and 2
Hassawis and a slave were arrested on suspicion. I eventually got

The papers are arranged in chronological order from the front to the rear of the volume.

Physical characteristics

Foliation: the system in use starts at the title page and continues to the third folio from the rear of the volume. The foliation sequence appears in pencil, circled, in the top right hand corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. Foliation anomalies: folio 86 is followed by folios 87A and 87B; folio 92 is followed by 93A, 93B and 93C. Folio 102 folds out slightly beyond the edge of the volume. A second sequence, written in pencil (uncircled) runs from folios 2-229, and appears only on those pages that contain text.
