I hare read your note of 3rd June regarding difficulties
you foresee in carrying out the proyisions of new Bahrain
Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. .
The latest dictum of Sir E- Grey is that you have only
jurisdiction over foreign subjects and he seems to throw
some doubt on your right to proteet them (vide Markomannia
case)•
In the circumstances, is it such a sign of weakness not
to ask Shaikh to expel them for you but to permit him to

expel them. It would probably save you some trouble. He
would have to ask you to do so. You might, I think, explain
that the provisions of the Order in regard to deportation
are exceedingly complicated and that it might be difficult
to establish a case but that you are anxious to meet his
wishes and^if the Shaikh will ask for their expulsion, you
will call the undesirables in question up, ask them to
show cause why they should not be handed over to thp ohaikh*
You will probably find, in practice, that they have not
registered themselves or something of that sort or that
they are thoroughly bad characters and decline to intervene
on their behalf and hand them over to the Shaikh^ officials
who will undertake that they shall be expelled from Bahrain•
I think the matter could be arranged, whereas the present
deportation sections are so cumbersome that it will only be
in very important cases, thoroughly discussed before hand,
that it will be possible to make use of them.
There may be a difficulty of expense but I do not think
you need worry much about that. You will probably not be
troubled so much by the w unco'guid" if they find that they
have to put their hand in their pockets^ and ^^
they should. If they wonH pay, decline to deport^
The alternative of getting the Order ih Council changed
presents formidable difficulties and I don't care to face

Physical characteristics

Foliation: the system in use starts at the title page and continues to the third folio from the rear of the volume. The foliation sequence appears in pencil, circled, in the top right hand corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. Foliation anomalies: folio 86 is followed by folios 87A and 87B; folio 92 is followed by 93A, 93B and 93C. Folio 102 folds out slightly beyond the edge of the volume.
