I have the honour to inform/you with reference to
Government of India letter No.1954 of February 22nd forward
ed under your endorsement of the 16th instant, that, in my
opinion, it would be inadvisable to bring the Bahrain Order
in Council into effect during the continuance of the War.
The Shaikh of Bahrain and his subjects are extremely
touchy as to their position, and resent any innovation.
Even before the outbreak of war the merchants were much
exercised at my installing a petition writer The lowest of the four classes into which East India Company civil servants were divided. A Writer’s duties originally consisted mostly of copying documents and book-keeping. , as they
believed this to be the first step towards more regular
judicial procedure. Since the arrest of the German merchant
here and of the Germans in Bushire, they have become still
more on the alert, and would certainly strongly resent any
action which could be construed as an attempt to extend our
