As regards the second paragraph of your letter under replv, I am to state
that the reasons which led Sir E. Grey to propose that the Indian Pilgrim Ships
Act should l)e applied by a Kings Regulation rather than bv inclusion in the
schedule of the present Order have already been communicated privately to a
member of your Department. They are that if the Act is applied by a King's
Regulation any modifications necessary to adapt it to local conditions (such lis
were required in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. and Muscat) can be made in the Regulation
itsell, whereas il the Act is included in the schedule a King's Regulation would
also be necessary to provide for the modifications, and that this might cause
further delay in the promulgation of the Order. In view, however, of the
preference expressed in your letter for the latter mode of procedure ^for which,
however, no specific reason is given), and of the opinion stated in the last
paragraph that no further delay is likely to result from it. Sir E. Grey is
willing to waive his objection to the inclusion of the Act in the schedule,
notwithstanding the fact that in all other where it has been applied this
has been done, so far as Sir E. Grey is aware, by a King's Regulation
It will be observed that the necessary insertion has been made in the
schedule to give effect to Lord Crewe's wish.
I am to state that, subject to any further observations which Lord Crewe
may have to oiler on this question. Sir E. Grey would propose to submit the
Order, in the form in which it is now enclosed, to the Law Officers of the
Crown, and, on receipt of their approval, to forward it to the Privy Council
with a view to its promulgation with the least possible delay.

Bahrein Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. , I am directed to inform you that the Marquess of
Crewe has no further observations to offer in regard to the subject matter of
the Order, and that he concurs in the steps which the Secretary of State for
Foreign Affairs proposes to take with a view to its promulgation at the earliest
possible date.

by the Secietary oJ State for India to inform you that a telegram has been
received from the Government of India drawing attention to the publication
of the text ol ike Order in the ' London Gazette of the 15th August last, and
asking for early instructions to republish it in the "Gazette of India," as
provided in Article 79 (1) of the Order.
It is understood from informal communications with your Department,
that the publication in the "London Gazette was due to a misapprehension,
and that it is considered undesirable on diplomatic grounds, in view of pending
negotiations with Turkey and other Powers interested in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , to
proceed further for the present with the promulgation of the Bahrein Order.
