A great many questions will arise regarding the
Bahrain Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. which cannot be dealt with
without all the previous papers and books, which we have
not got here, and also take time for consideration. I
suggest your replying to Government by wire that the best
time to introduce the Bahrain Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. is August^,
next the latest possible date, and that the Fblitical
Agent should be empowered to introduce it gradually, as
opportunity arises, abstaining as far as he legally can
from active enforcement of its provisions whenever he
considers that such action would cause local resentment.
(2). Tell Keyes that the Order cannot be altered; it
must be brought into foree and acted on for a couple of
years* when we shall be in a better position to see its
defects, which should be brought to notice in the Annual
Report on the working of the Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. required
by Article 77 of the Order.
(3). Ask Major Trevor, Officer on special duty, Bushire,
to take up all questions connected with the Order, and
to dispose of them from Bushire, without reference to

you, as far as practicable, it being understood,
(i) that the Order should be given effect to gradually
as far as possible.
(ii) that it should not be altered at present.
(iii) that When applying the Indian Pilgrims Ships
Act the same modifications should be introduced
as in the case of Bushire under the Persian
Coast and Islands Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. .
(iv). that modifications in regard to other enactments
should be avoided as far as possible, not having
been found necessary at Bushire.
(v)
that it should be borne in mind that our object
is to have similar rules and practice in force
on both sides of the Gulf, and every effort
should be made to prevent differences of prac
tice arising, except in so far as they are
necessitated by a difference of circumstances.

Physical characteristics

Foliation: the system in use starts at the title page and continues to the third folio from the rear of the volume. The foliation sequence appears in pencil, circled, in the top right hand corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. Foliation anomalies: folio 86 is followed by folios 87A and 87B; folio 92 is followed by 93A, 93B and 93C. Folio 102 folds out slightly beyond the edge of the volume. A second sequence, written in pencil (uncircled) runs from folios 2-229, and appears only on those pages that contain text.
