British aubjecta, and no provision ia made for freeing
Bahrain from undesirable foreigners,who include r all the
olaases of which it is most desirable to be rid.
Were the word 'person* substituted for 'British subject'
the necessary protection would be given. It must be noted
that if Basra is annexed to the British Empire a large
number of persons of this class will become British subjects.
Subsection (2) requires that each such order should be
reported to the Governor General of India in Council. This
hardly aeema neceasary for auch a mild proviaion. If it is
considered necessary to differentiate between Europeans and
Asiatics,this could be done by an order to the Political
Agent not to proceed under this section againat the aubjebts
of any European Power or againat Americana without the per-
miaaion of the Governor General in Council.
Section 22.
It would follow that for 'Britiah aubject' in 22 (l) should
be aubstituted 'person'.
It would then be necessary after 'the place' in sub-section
(4) to insert 'for British aubjects*.
Aa regarda dealing with foreigners who might refuae to comply
with an orderof prohibition,if the legal and diplomatic
difficulties are too great to admit of a provision^deporta-
tion or forcible repatriation,they would naturally be dealt
with under Section 123 et seq. of the C.C.P. ; but,in prac
tice, it would seldom be necessary to take action under
tf^ese sect ions, as it has been found that persons whom it is
desired to repatriate cheerfully take their departure when
they have been given tickets to their homes.
Further suggestions regarding Criminal Law.
There are two more points in which the regular Lav; of India
as laid down in the I.P.C. and C.C.P. is hardly suitable to
Bahrain,and procedure somewhat similar to that holding in
the N.^.F.Province and Baluchistan and as Droposed in the
Panjab Criminal Panchayat Bill.be introduced into the Order.

The papers are arranged in chronological order from the front to the rear of the volume.

Physical characteristics

Foliation: the system in use starts at the title page and continues to the third folio from the rear of the volume. The foliation sequence appears in pencil, circled, in the top right hand corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. side of each folio. Foliation anomalies: folio 86 is followed by folios 87A and 87B; folio 92 is followed by 93A, 93B and 93C. Folio 102 folds out slightly beyond the edge of the volume. A second sequence, written in pencil (uncircled) runs from folios 2-229, and appears only on those pages that contain text.
