I must oay, however, that, eren if the foreigners in
i_ i.-,, ^ "•" ■' , aiiii most Ox tlten are, litlpatioj
ought to ba oonsidared a luxury in Bahrain and not, as at
presen ^a recreation.
On account of there being no fees at all charred in
criminal ca-ass there^Tersians who had had/slan^in^ match
in the street used immediately to rush and file complaints
against each other. They would not be in such a hurry if
they had to pay something for the summonses.
In regard to registration it is correct that the foreigH-
ero in rain are poor but as the meanest cooly ca.n earn
a rupee or more a day, I think erery one can affoBd Re.l/-
xor registration and for renewal as under the Persian Coast
and Islands.
As a corollary of the above remarks I put up herewith
an alternative list of fees, based on the list of fees in
the HaJiMai Rule of Court published on October 20th under
the i ersian Coast and Islands Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. - as I under
stand uniformity isa-desideratum I have made an exactly

the
.fi large number oi/iin fees will be useless and never
onfcreed exactly as is the case under the Persian Coast and
1 b lands Order, but I think there is no harm in having them
in — one may at a^y time desire to an objectionable
litigant in al-^ the fees isaccaHz one can.
In regard to appeals I see no reason why a man should
not pay icr the luxury of appeal unless he is a pauper in
which case P.A. can exempt him under Article 61 (2) - Appeals
are in my opinion to be severely discouraged. If any one
( a highly unlikely oontingenci^e) wishes to go in for
for the extra special luxury of an appeal to the Privy
Council he ca ~ pay the s'l^e fees as are charged under the
Persian Coast and Islands.
I attach a copy of the King^s Regulation a"nT)lying the
Pilgrim Ships Act to the Persian Coast and Island an exactly
