Office and the Board of Trade it is not expected that any
fresh points or criticisms of the draft will be made from
here, except possibly with regard to the Sultan's proposed
amendments of Articles 1 and 19, as to which the Colonial
Office will wish to consult the Aden and Zanzibar
authorities. I am to ask that the draft may be examined
as soon as possible in order that any observations which
the Government of India may wish to make may be considered
here and the necessary instructions issued at an early date
for any further discussion with the Sultan that may be
necessary, or for the final conclusion of the Treaty. His
Highness' present intention is to reach Bombay at the end
of May and after three weeks' stay there to return to Muscat
in the last week ojy^xme,
3. The more important changes introduced in the present
draft compared with the revised provisional draft of 11th
April are as follows:-
Article 2 : The paragraphs dealing with monopolies gave
much trouble and the present paragraph (2) was the best
that the Sultan could be brought to accept.
Article 4 : It was found necessary to concede to the Sultan
