unsettled indefinitely, for the forthcoming arrival in the
Crulf of the Persian Navy renders it unlikely that we
shall be able for much longer simply to ignore the Persian
pretensions as we have done in the past.
• I3 - If then arbitration of some sort is sooner or
later inevitable, circurastaiices may well arise, (possibly
in connexion with the activities of the new Persian
warships], in which we should wish to be able to call the
Persian bluff and ask for a judicial decision ourselves.
Before we do this, however, we must have our material
readv. The real question now to be decided is whether
there is any object to be gained by further postponing the
prooosed investigation by an oriental historian. If you
are able to advance any convincing reasons to show that it
will be best to postpone action for the present, we shall
be quite prepared to reconsider the situation in the light
of your views. To us, however, there seems to be a case
for going ahead with the proposal at once, particularly
as the anti-British campaign of last year regarding
Bahrein in the Tehran press, which was obviously directly
inspired by the Persian Government, has given us a
valuable indication of the authorities whom they are
likely to quote in support of their contentions.

The successor to the Court of Directors. is contained on ff. 94-118. The memorandum contains a history of Bahrain from the pre-1783 era until 1934 and includes details of the British role in the country, the numerous treaties signed by the Al Khalifa family with the British and a discussion of Turkish (Ottoman) and Persian claims to the territory.
