During this part of conversation I tried to get Minister to
admit that we had urged Persian Government to say what they wanted
in Shatt -al»Arab (apart from unpracticable far-fetched rectifi
cation), At the end of interview Minister said he wanted to
invite Humphrys here in March and he was sure Shah waild like to
see him. I welcomed this, adding th. t, as a matter of fact, I
was hoping to receive a visit from him about end of February,
To return specifically to Bahrain I submit for
consideration two possible lines of approach (1) a frontier
rectification of Baluchistan if something innocuous can be found
(2) clause in Treaty by which Persia, while reserving right to
submit issue to arbitration, will meanwhile give Bahrainion
basis of reciprocity rights described in our draft Treaty and
exemption from military service. If relations remain friendly
after Treaty question would die? if raised after Treaty arbitra
tion would be relatively innocuous.
Henjam was then touched on. If Persia makes
difficulties I will submit views for your consideration.

A detailed Historical Memorandum of Bahrain compiled by the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. is contained on ff. 94-118. The memorandum contains a history of Bahrain from the pre-1783 era until 1934 and includes details of the British role in the country, the numerous treaties signed by the Al Khalifa family with the British and a discussion of Turkish (Ottoman) and Persian claims to the territory.

Only pages with typescript are paginated. When both sides have typescript, pagination numbers are found only on even-numbered pages. There are two foliation errors: between f 14 and f 16 we have f 15A and f 15 B; between f 68 and f 70 we have f 69A and f 69B.
