League of nations. I have been giving the question of the
Persian claim to Bahrain some thought since lay arrival here,
and the following are seme tentative comraents and suggestions.
3, In going through the correspondenoe on the subject
here, of which there is a great deal, I have perused Mr. Dodd's
note of 4th March 1932, which formed an enclosure to Mr. Hoare 1 s
letter of 9th March to the Foreign Office, In their express
letter of 30th May 1932 the Government of India, commenting on
Mr# Dodd*s note, saids w The suggestion there made that His
Majest^s Government should decline to a©t as intermediary and
should simply refer Persian Government to Shaikh is attractive^
but we would inlrite attention to agreement of 1892 by which the
Shaikh of Bahrain undertook not to enter into any correspondence
with any Power other than the British Government*. The main
gist, however, of Mr. Podd's argument was, I think, not the
question of the Persian Government referring to the Shaikh
direct, but thati
(a) As the Shaikh was an independent sovereign the
Persian Government could not cite His Maj esty* s
Government before the League for arbitration in
connection with any question concerning his
independence.
(b) for a similar reason the Persian Government
could not cite the Shaikh himself before the
League, quite apart from the fact that he was
not a member.
In view of these arguments is it not possible that we have
acquired something of an "inferiority complex* with regard to
the Persian claim and made rather a bogey of it? As Mr.
Hoare points out in his letter quoted above, the Persians, who

A detailed Historical Memorandum of Bahrain compiled by the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. is contained on ff. 94-118. The memorandum contains a history of Bahrain from the pre-1783 era until 1934 and includes details of the British role in the country, the numerous treaties signed by the Al Khalifa family with the British and a discussion of Turkish (Ottoman) and Persian claims to the territory.

A bound correspondence volume. Foliation starts on the first letter page (4th folio in the volume) and finishes on the last letter page (5 folios from end of volume). Pencil number in top right corner of recto The front of a sheet of paper or leaf, often abbreviated to 'r'. . From f 90, an inconsistent pagination system begins. Only pages with typescript are paginated. When both sides have typescript, pagination numbers are found only on even-numbered pages. There are two foliation errors: between f 14 and f 16 we have f 15A and f 15 B; between f 68 and f 70 we have f 69A and f 69B.
