©n the subject of opium smuggling from Bushire to the Par
Bast, the late Sir Hugh Biscoe suggested that the light of
publicity thrown on Bushire, as one of the largest smugglin,
centres in the world, mi^it have some effect. The results
I ; of this suggestion are dealt with in my despatch Ho, 145 of

£ 11th October 1932 addressed to His Majesty's Minister,
Tehran,(Ho.761-S of 11th October 1932 to Secretary of State
for India and Grovernment of India). With regard to the
second publicity case. In December 1930 an unfortunate
British Indian subject was brutally flogged by the orders of
a Persian military officer at Gharbar. His Majesty's
Government demanded from the Persian Government punishment
of the officer, and compensation for the victim. The
Persian Government awarded a nominal punishment on the
offender, and refused compensation point blank# At the
r
suggestion of His Maj esty 1 s Minister, Tehran, His Majesty's
Government, the Indian Government concurring, sanctioned
that the Persian Government should be threatened with
publicity if they did not pay the compensation. After some
I argument the Persian Government paid up. ( See correspondence
ending with despatch Mo 0 231, dated 17th Ifovember 1931, from
. Hoare to Sir Hugh Biscoe (copies to foreign Office and
Government of India). I think that these two cases show that
the Persian Government do definitely "respond to treatment"

The file contains translations of several articles published in the Persian press on the topic and a translation of an article that appeared in a Dutch newspaper.

A detailed Historical Memorandum of Bahrain compiled by the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. is contained on ff. 94-118. The memorandum contains a history of Bahrain from the pre-1783 era until 1934 and includes details of the British role in the country, the numerous treaties signed by the Al Khalifa family with the British and a discussion of Turkish (Ottoman) and Persian claims to the territory.

A bound correspondence volume. Foliation starts on the first letter page (4th folio in the volume) and finishes on the last letter page (5 folios from end of volume). Pencil number in top right corner of recto The front of a sheet of paper or leaf, often abbreviated to 'r'. . From f 90, an inconsistent pagination system begins. Only pages with typescript are paginated. When both sides have typescript, pagination numbers are found only on even-numbered pages. There are two foliation errors: between f 14 and f 16 we have f 15A and f 15 B; between f 68 and f 70 we have f 69A and f 69B.
