Persia and. Turkey); issued his own passports; had his own
stamps and enjoyed the right of tariff autonoi^y (we have
just given him this). Further, that in the beginning of
1933, on the death of the old Sheikh, H.L.G. had
acknowledged him independent ruler of Bahrein. (Personally
I do not see how having done this we could possibly agree
to arbtration). That, therefore, we were not parties to
the suit and that the Sheikh was in a similar position,
since he was not a member of the League, and even if he
were the question of his sovereignty was not a question on
which he could be cited; that there was no question of our
•professing" to be under an obligation to defend his
independence; we were bound to do so by a treaty made long
before the League came into existence. I do not see how,
on a reply based on these lines, the Persian Government
could make use of Article 11 of the Covenant, as suggested
by Oliphant. In fact, if Persia became bellicose we could
use our "friendly right" under section a of that Article
to bring the matter to trie attention of the League, with
tho attendant publicity (as indicated in paragraph 5 of my
letter quoted above), laying stress on the fact that Persia
had signed the Kellogg Pact. Article 15 of the Covenant,
which Cliphant also suggests the Persian Government might

The memorandum contains a history of Bahrain from the pre-1783 era until 1934 and includes details of the British role in the country, the numerous treaties signed by the Al Khalifa family with the British and a discussion of Turkish (Ottoman) and Persian claims to the territory.
