Persian claims to Bahrein, Tamb and Abu Musa before the Council or Assembly
of the League, the matter should be disposed of with as little delay as possible.
Clearly, once the matter has been raised, the longer the result is m doubt the more
harmful will be the impression among the Arabs of the Persian Gull, it appears
to him, therefore, that it would be prudent, not only to arrange, as suggested in
paragraph 4 above, that the United Kingdom delegation should be prepared with
an immediate reply for use if the Persian delegation raise the matter before the
Assembly, but also to take a decision in principle as to the general line which His
Maiesty's Government should adopt, if the Persian claims were to be raised by
way of an appeal to the Council under articles 11 or 15 of the Covenant. Sir
John Simon will therefore be glad to know whether Sir Samuel Hoare agrees m
the views expressed upon this latter point in paragraphs 8—11 of this letter.

The successor to the Court of Directors. is contained on ff. 94-118. The memorandum contains a history of Bahrain from the pre-1783 era until 1934 and includes details of the British role in the country, the numerous treaties signed by the Al Khalifa family with the British and a discussion of Turkish (Ottoman) and Persian claims to the territory.
