Majesty^ Government without his consentf or even his know-
ledge *. It appears to me that such obligations could only be
binding on the Shaikh if His Majesty's Government exercised
sovereignty over Bahrain, This is, however, far from
being the case, Bahrain being "an independent Arab State,
under the protection of His Msgesty's Government, but not a
British Protectorate" (P.GU13 page 61 paragraph 2)*
(iii) In this connection it may be emphasised that
His Majesty's Government's policy nowadays is to stress
the international independence of the Arab Shaikhs as much as
,
possible (vide for instance the Air Agreement) since it is
only by so doing that we can, outside matters definitely
provided for in our treaties, continue to preserve our
influence on the Arab coast by working through the Arab
Rulers•
(iv) If therefore the argument In paragraph (ii) is
correct, then His Majesty's Government cannot appear before
any arbitral body en behalf of the Shaikh until they have
obtained from him his sanction, or'Power o Attorney* ,to do
so. In order to obtain this Power of Attorney the
Shaikh we would have to approach and whatever language
we used our request would come to this: "His Majesty's
Government wish to arbitrate with the Persian Government
as to whether Bahrain belongs to you or Persia. Please
give us authority to arbitrate on this question on your
behalf. mat is the Shaikh's reply likely to be
(v) If the Shaikh were actually approached, and his
reply were in the negative,then His Majesty's Government
would presumably inform the League of the Shaikh's refusal
to sanction arbitration, and take the opportunity

A detailed Historical Memorandum of Bahrain compiled by the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. is contained on ff. 94-118. The memorandum contains a history of Bahrain from the pre-1783 era until 1934 and includes details of the British role in the country, the numerous treaties signed by the Al Khalifa family with the British and a discussion of Turkish (Ottoman) and Persian claims to the territory.

Only pages with typescript are paginated. When both sides have typescript, pagination numbers are found only on even-numbered pages. There are two foliation errors: between f 14 and f 16 we have f 15A and f 15 B; between f 68 and f 70 we have f 69A and f 69B.
