cluding an Agreement with Shaikh Ahmed. But if this view is
accepted and it is held that there is sufficient urgency
to justify the conclusion of an Agreement, the question remains
whether it would be better to sanction an Agreement on the
lines of those with the I 'rucial Chiefs as recommended in the
Government of India's letter of the Sl.st ..larch last, or to
effect a renewal of the Agreement entered into with Shaikh
Ahmed's predecessor in 1363.
