think that His Highnesg' letter dated 23rd Hoveisber 1910 to
the address of my predooeggor amounts to a notice under the
protocol, it would appear r-ther to be a notice under Artiol
23 of the Treaty of I8$i which is far less sweeping but,at
the same time, the way in which His Highness deliberately
declines to discuss the proposals made by himself anri the
British Goveinment and insists on the acceptance of all his
preposterous demands, and his present frame of mind lead /5
ae to the conclusion that in fiovorabor His Highness will
cert p inly attest to denounce the Treaty of 1891, unless his
demands are agreed to.
