The letter is informing the Bombay Government that the Resident plans to embark on his annual tour of the Arabian Coast on the 15 March 1853; the Resident is going to use the tour in order to negotiate a permanent peace among the Arabian chiefs. It states that he intends for his assistant Herbert Frederick Disbrowe to accompany him, and that he will use the Clive to undertake the trip.

It also notes that the Resident hopes that it will be possible to dispatch the Constance to the Batinah Coast [Al-Bāṭinah] in order to intercept slave ships.
