The letter is reporting that Hajee Jassim, Agent at Bahrein [Bahrain], has sent word that the Governor of Bussorah [Basra] has deputed Abdullah ben Ahmed Muhairee to Bahrein. It notes that he has conveyed a message to the Chiefs of that island indicating that if they wish to become dependants of the Ottoman Empire, they should conduct their appeal through the aforesaid Governor. It is explained that the Resident believes that the Governor of Bussorah is acting without authorisation, and is currently unconcerned.
