The letter relates to the issue of passports to inhabitants of Sind living in Bahrain. Frere states that he cannot find any record of the issue of a passport to the man in question, though he has a suggestion as to who the passport may have been issued to. Enclosed with the first letter is a second, letter no.710 of 1854, which is Malet's reply to Frere. Malet states that the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. is precluded from extending British protection to inhabitants of Sind residing at Bahrain, and requests that Frere stop or recall any passports already issued.
