The letter relates to the question of whether the port of Mohammerah [Khorramshahr] comes under Persian jurisdiction with regard to the measures for the suppression of the slave trade. The letter encloses a letter (folios 283-84) from Lieutenant-Colonel Justin Sheil, Her Majesty's Minister Plenipotentiary and Envoy Extraordinary A diplomatic representative who ranks below an ambassador. The term can be shortened to 'envoy'. at the Court of Persia to Kemball, dated 8 February 1853, in which Sheil writes that he does not consider that Khorramshahr can be considered in the same way as the other Persian ports, suggesting that it is equally the property of the Turkish Government.
