Content

The letter concerns British jurisdiction over runaway slaves in the Gulf. Kemball states that slaves absconding from one boat to another on the pearl banks, can legitimately be recovered by the British authorities. However, a slave absconding from a boat to a port does not come under a British officer's jurisdiction. Kemball adds that the removal of slave by a Debaie [Dubai] boat from Goorah, a port in Clarence's Strait, did not constitute an act of maritime aggression as initially considered.
