Covering letter enclosing a copy of a despatch (f 221) from Lt-Col Justin Sheil, Her Majesty's Minister Plenipotentiary and Envoy Extraordinary A diplomatic representative who ranks below an ambassador. The term can be shortened to 'envoy'. at the Court of Persia, dated 19 December 1851, itself a covering letter enclosing the translation (ff 220-25) of a convention concluded with the Persian Government, lasting eleven years, allowing British and East India Company ships to search Persian vessels suspected of carrying slaves.
