The letter is a request for instructions from the Resident as to the extent of his (and his Political Agents’) jurisdiction in relation to notarial affairs. Jones writes that Britain has two consular agents in Persia, but that he, as the Resident at Bushire, is distinct from these individuals, and thus the extent of his jurisdiction is unclear.
