The letter is informing the Governor of Bombay that Fathulla Khan Zend [Fatāh Allāh Khān Zand], son of the late Luft Ali Khan Zend [Lufṭ-‘Ali Khān Zand], is proceeding to Bombay on board the Country Ship Feleiitus , with the intention of moving on to Calcutta; he has been deputed by Abbass Meriza [‘Abbās Mīrzā A title of honour originally applied to princes, later to military leaders, and later still to secretaries, chieftains, and other ‘gentlemen’. ], Qajar Crown Prince of Persia, to act on his behalf. It notes that the Resident has not been able to ascertain the purpose behind his visit.
