The letter is informing the Bombay Government of a house engaged by Captain Henry Hardy at Moghoo in February 1823, for the purpose of lodging stores. It therefore outlines the possible objection the Persian Government may raise concerning this unauthorised use of its territory.

In the event of having to abandon Moghoo; the letter further inquires into whether to Governor of Bombay would object to the use of Bassidore [Bāsaʻīdū], on the island of Kishme [Qeshm], for the purpose of cruizer rendezvous.
