The letter is enclosing a copy of Meerza Ali Ackbar's memorial applying to the Bombay Government for remuneration for his losses in the recent earthquake at Shiraz (see f 2), along with a copy of the Resident's covering letter (see ff 26-27).
It also explains why the letter was sent direct to India, rather than via Mr Willock's office as standard procedure dictates.
