Dear Laittiwaite,
Ivylles telegraplis from r^tr that, as a result of an
informal meeting, the shaikh is still insisting upon a
specific provision for payment for arms, and if the
provision for jurisdiction of the shara Courts over
foreigners is removea from the concession ne will refuse
to sign until Government agree to nis aemanas. Utiles
states that tn.^ siiaikn regaras these two ooints as vital
to his independence as a ruler.
We understand from Iviylles that the political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency.
is due to-morrow at Dohah, ana that Mylles has also
informed the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Bahrein that the time
appears ripe for a declaration hy HAG.of their policy
to the shaikh.
If in that declaration H.M.G. coula definitely
inform the shaikh that they would not approve of a
concession to any party providing specifically for the
purchase of arms for the shaikh, ana for the jurisaiction
oi the shara courts over foreigners, we feel that the
position shoula he materially assisted.
In that event we woula tell My lies to go aheaa and
endeavour to clear up trie financial position, since in
the absence of any reference to this it woula look as if
Ivylles haa not yet got to a aiscussion of casn. He is
however to have a formal meeting with tne shaikh to-day
if the Shaikh's health permits, and it is likely that the
first question aiscussed was "Have you brought hack an
acceptance of all rry requirements?".
