explai ed verbally that while he wished subjects
ot Kuwait Bahi*ain and Trucla.1 Coast to come unaer
his jurisdiction all other British protected
subjects would come under the Joint Court*
(2) He added in his letter that with regard to
subjects of Moslem Foreign i ov<ere he would not be
responsible for ai^r objection nhich might be raised
by their Governments.

heir of any Shaikh is againet policy of

(b) Re:6(2)# This is objectionable as it would
involve us to some extent in internal
administration of ^atar and in supporting
Shaikh and in his turn Hamad in any mal
administration which the^ might see fit to
carry out ana for which we would bear the
responsibility and odium. This clause has
undoubtedly been inserted by Hamad who is
most unpopular in ^atar.
(c) Re:6(l)#I do not think that we can meet Shaikh on
this point as inter £lia effect would be
bad on the other Arab Rulers whose subjects
were concerned. 1 imagine that wain
reason for this exclusion on the p* rt of
Shaikh is to avoid his subjects oeing sued |
for debt in the Doha Joint Court by subjects
of other Arab Rulers expecially Bahrain.
