My dear Laithwaite,
With reference to the draft telegram to Powle
wion legara to the conclusion of an agreenient v^ith the
Sheikh Ox Qpitar in return for the agreement of an oil
concession to the A.P .CV3., one gets the impression that
Powle is offering to the sheikh a guarantee of unlimited
protection which, as you will appreciate, we could not
possioly implement. We know, of course, that in point
of fact tnis is far from being so ana that Fowle fully
understands the position in this respect ana is acting
in accordance with your telegrams 583 and 585 of the ^nd
Iviarch 1934, to him, since when he has also seen the Air
Council letter 3*32797 of the 19th Iviarch 1934> so we feel
confident that he himself is fully in the picture.
Nevertheless we would de grateful if in your
reply to him, you qualified paragraph 2 by adding words
to the effect tnat you presume he has impressed on the
Sheikh that the limited guarantee of protection which
H.Iw.G. are offering would not absolve him from taking all
possible measures to provide from his own resources for
his own defence and for maintaining order within his own
boundaries.
As I mentioned to you on the telephone, we
feel tharu might be a real risk of the sheikh tacitly
assuming tnat he need no longer bother about defence, and
