disguise of their protection
{i.e., the protection of the
flags and articles).
u Well, this has happened
for them in the past, but it
is not going to be in the
future like this.
" You must accordingly
■understand that this is con
trary to the rights and
usage [practice] of subjects.
You must therefore know
that I do not recognize in
my territories flags and
articles, and I will not
pardon to whoever takes
them after to-day without
leave or permission from
me in writing, in accordance
with the Treaty current
between myself and foreign
Powers. May it not be
hidden from you, and sa
laams.
"Written on 16th Safar,
1318.
u Let it become clear to Note .—This last paragraph does not occur in
you that this notification the document as supplied by the Sultan to
. . , * _ the British and American Consulates,
comes into force from the
16th Safar, and as to the,
articles in the case, of which
there is doubt in the matter
of the date on which they
were taken, there will be
an investigation into it with
the Government from which
they have been taken, and
salaams.
AccordiDg to the view of His Majesty's Govern
ment, the notification, read hy the light of the
events which immediately preceded it, is in no
sense a recognition of titres granted prior to its
issue.
Immediately before the issue of the notification
the Sultan had visited Siir, and had there received British Case,
and accepted the agreement by the Siiris to sur- Appendix 23,
render all French flags held by them. The British Case,
documents by which this was carried out are PP- 68-69
printed at pp. 68 and 69 of the British Case, and
it is clear from those documents and from the
terms of the notification itself, that the Sultan
treated the acceptance of the articles and flags as
inconsistent with the allegiance of his subjects to
him.
