The letter is a circular from the Honourable Governor in Council, relating to the finances of employing company clerks, writers and other servants (salary, expenses, disciplinary fines, bookkeeping). The letter states that from 1 May 1821, all bills submitted for allowances to such employees include details such as names, official designations and sums allowed. The letter also states that an extra column be added to abstracts for the date of each 'casualty' (dismissal, death, resignation, desertion).
