The letter examines Meer Mahanna [Mīr Muhanna] and his position in the Gulf, especially relations with Carim Caun [Karim Khan]. The idea of an alliance with the Mīr and a settlement on Carrack [Kharg] is discussed. The Khan's fleet is also defined and reasons given for destroying it.
