Letter regarding Pelly's intentions to meet the Prince Governor A Prince of the Royal line who also acted as Governor of a large Iranian province during the Qājār period (1794-1925). General of Shiraz whom he considers to be about the best administrator and military leader in Persia and his hope that this meeting will resolve many of the disputes in the Persian littoral of the Gulf.

The letter goes on to give Pelly's thoughts on Russia's position in central asia; the proposed telegraph line via the Red Sea and matters relating to Bushire, Augam [Henjam] and Muscat.
