Dear Lermltte,
I am sending you separately a formal order of
appointment as Special Police Officers, of those listed
in paragraph 3 of your personal & Confidential letter
daued the 22nd January, 1943. These Special police
Oificers are under the general supervision and control
of myself as political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Bahrain. I have powers to
select one of them to be appointed Chief Special police
Officer and the others should perform their duties subject
to nis orders and directions. If you let mb know whom
should be selected as Chief Special police Officer, I will
make an order appointing him.
2* I enclose herewith a rather hurriedly drafted note
on the duties of a Special police Officer which may be of
use. I am also asking Hudson to find you, if possible, a
copy of the Criminal procedure Code to which they may want
to refer. I am not, however, suggesting that the subtleties
of legal procedure should be studied. As you will readily
appreciate, the powers should only be used when needed and
exercised with tact.

The file includes: a letter from Basil Henry le Riolet Lermitte, Manager for PCL, to the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Bahrain, dated 22 January 1948, reporting on tensions between Sikh and Muslim PCL employees, and enquiring if Special Police Constables can be employed by PCL, similar to those employed by the Bahrain Petroleum Company (BAPCO) in Bahrain (f 3); proposed searches of PCL employees for weapons, dismissal and/or departure of Sikh PCL employees (ff 4-7); correspondence between the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. and H Dayal of the Ministry of External Affairs and Commonwealth Relations in New Delhi, 1948, relating to ‘communal relations’ in Bahrain and the wider Gulf region, with reference to Sikh-Muslim tensions, and anti-Jewish riots in Bahrain in December 1947 (ff 10-12); the text (typewritten draft and printed) of a notice entitled Kings Regulations under Article 83 of “The Qatar Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. , 1939” No.1 of 1948: Special Police Officers’ Regulations , dated 3 February 1948 and signed by Hay (ff 13-14, 16).
