Sir.
I hare the honour to state that a Japaneee named
SHDNKICHI HOMTTRA who is an oil broker Often a local commercial agent in the Gulf who regularly performed duties of intelligence gathering and political representation. , ie likely to proceed
from Kabul, ehere he ie at preeent, to 'Iraq* There ie no
certainty ae to the route ehich he nill Adopt; in Tien,
however, of hie interest in the oil industry it seems
possible that he may travel via Persia*
2* He holds a Japanese passport No*223350 issued at
Tokyo on 24.5.33 and vised gratis by the British Consulate,
Tokyo, under No.17177 dated 30.5.33.
3. He arrived in Bombay by the S.S."Conte Rosso" on
22.6.33 and left Peshawar on 1.7.33 for Kabul, which place
he is visiting ostensibly with the object of finding a
market for the dumping of asbestos manufactured by a Japanese
firm, "Asano".
4. Though he may use his own business as a cover, it
has been suggested that he may be acting for the Japanese
Government•
5. In 1909 a man by t e name of Nomura entered India via
Kashgar, and was suspected to be a military or naval officer
engaged in spying the land; beyond the similarity in the
