The file contains the application made by Frank Holmes for the Eastern and General Syndicate Limited to renew the 1925 oil concession in Bahrain. Copy of the Concession Draft Agreement in English and Arabic, with Sheikh Hamad bin Isa al-Khalifah, Ruler of Bahrain, is enclosed in an envelope (ff 3r-25v).

The file also contains letters from the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. at Bahrain and the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , receiving the Colonial Office's advice to suggest to the Ruler of Bahrain not to accept Holmes's request until the clause saying that the Eastern and General Syndicate Limited had the right to acquire land was changed.
