With reference to your letter of the 27th November
I am directed by Secretary Sir E. Grey to transmit to
you the accompanying copy of a note from the French
Minister respecting the Muscat Dhows Arbitration.
As you are aware, on the 4th instant a memorandum
was communicated to the French Ambassador enquiring
whether the French Government formally accepted the
proposals of His Majesty’s Government, as explained
in the last two paragraphs of the Foreign Office mernor-
to fly the French flag to Muscatis in the service of
the French citizens resident in Oman, and the annual
exchange between the French and British Consuls of
lists of dhows owned by French citizens and entitled
to fly the French flag.
