powers conferred by sub-rule (3) of rule 84 of
the Defence of India Rules, the Central Govern
ment is pleased to direct that the following
further amendment shall be made in the noti
fication of the Government of India ^ in the
Department of Commerce, No. 65-C. W. (9)/40,
dated the 15th May 1940, namely:

The changing geopolitical circumstances of the Second World War, in particular the occupation of countries by others, and entry into and exit from the War by various countries, resulted in the frequent issue of revisions to the circulars, notices and instructions produced by the Government.
