With reference to your letter of December 23rd
laet > I am directed by Secretary Sir E. Grey to
trananit to you herewith a copy of a Memorandum fur
nished to His Majesty's Agent and Consul General at
Zanzibar by His Majesty's Judge respecting the main
tenance in Bombay of British Indians condemned to
penal servitude or to imprisonment with hard labour-
in His Britannic Majesty's Court for Zanzibar.
I am to request that you will call Viscount
Morley's special attention to the fact that these
particular prisoners were all found guilty of murder,
and sentenced to death by the Zanzibar Court. It
was however the Bombay High Court which commuted their
penalty to penal servitude for life when the sentences
were brought before it for confirmation and thereby
created the considerable expenses incurred for the
maintenance
