national passports* It is doubtful whether the issue of
collective “certificates of identity*' is contrary to
the resolutions of the .Passport conference of 1920 quoted.
The Ocvernment of India, for instance, permit the issue
of collective “pilgrim passes*" It Is suggested that
the matter be reconsidered in thjbs light.
