My dear Gilbert,
iou will remember that early last May it became
necessary (in order to get the way clear for the
-anglo-Persian Oil Company's concessionj to settle very
hurriedly with Fowle the question of the future arrangements
for jurisdiction over foreigners in Qatar. Owing to the
need for haste we were unfortunately unable here to keep
our legal advisers in touch with the developments, but
-oeckett was a ood enough to go into the matter shortly
afterwards and I enclose, for your information and any
observations which you may have to offer, a copy of a minute
that he wrote on the subject on May loth.
2. So far as we can see, the inconsistency pointed
out in the second paragraph of Beckett's minute is due to
the fact that in the course of the negotiations with the
Sheikh of ; ^atar about jurisdiction the practice has arisen
of referring to the subjects of the Arab States of the
Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. as British protected persons for the purposes
of jurisdiction within the Gulf itself. These persons
apparently have been, and are, considered as British
protected persons not only for the purpose of consular and
diplomatic protection throughout the world, but also
of the world, e.g. China and Egypt; but so far as we are
aware they have never before been classified as British
protected persons for the purposes of jurisdiction within
the i^rab Sheikhdoms in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. .

This file contains correspondence between British officials regarding jurisdiction over foreigners in Qatar as per the Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. agreed between the two countries. The file contains correspondence regarding the wording and details of the Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. and contains versions of the document from 1938 (folios 156-171) and 1939 (folios 244-259) as well a draft from 1937 (folios 88-103).

Much of the correspondence compares the situation in Qatar with Bahrain, Muscat and Kuwait and a copy of the Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. (1935) is contained on folios 226-233.

The file also contains a limited amount of correspondence in Arabic (with English translations) between the ruler of Qatar, Shaikh ‘Abdullāh bin Jāsim Āl Thānī and the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. in Bahrain.
