Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. , I am directed by the Secretary of State
for India to enclose a copy of the draft Order as finally
approved by His Ma je sty 1 s Government.
2. The Government of India will observe that, as the
result of correspondence with the Foreign Office (of which
copies have already been sent to them) the phrase M any
person, not being a British subject, who is a national of
any other Moslem State” in the definition of "Qatar subject"
in Article 4, has been changed to "any Moslem person, other
than a Corporation, not being a British subject". The
definition in its final form is thus not precisely in
accordance with the agreement reached in the Exchange of
Notes with the Sheikh; it will therefore be necessary to
explain the change to him and obtain his consent in writing.
If the Government of India see no objection, I am to
request that the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. may be instructed to
approach the Sheikh on this point. In view of the
considerations referred to in the demi-official letter
from the Foreign Office dated the 18th July, 1935, of
which a copy was sent to the Government of India by the
air mail of the 19th July, No. P.Z.4926/35, it may be
desirable for the Resident to set out fully in his
communication to the Sheikh the classes of persons and

Much of the correspondence compares the situation in Qatar with Bahrain, Muscat and Kuwait and a copy of the Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. (1935) is contained on folios 226-233.

The file also contains a limited amount of correspondence in Arabic (with English translations) between the ruler of Qatar, Shaikh ‘Abdullāh bin Jāsim Āl Thānī and the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. in Bahrain.
