50 . — (i) If an Officer of the Court, employed to execute a
decree or order, loses, by neglect or omission, the opportunity
of executing it, then, on complaint of the person aggrieved and
proof of the fact alleged, the Court may, if it thinks fit, order
the Officer to pay the damages sustained by the person com
plaining, or part thereof.
f2) The order may be enforced as an order directing payment
oi|r^oney.
Part V.— Mixed Cases: Qatar Subjects and Persons
Subject to this Order.
(a) Criminal.
51 . When a Qatar subject desires to institute a complaint
against a person to whom this order applies, or a person to
whom this order applies desires to institute a complaint against
a Qatar subject, the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. shall entertain the same
and send it to the Joint Court.
(b) Civil.
52 . — (i) When a Qatar subject desires to bring a suit against
a person to whom this order applies, or a person to whom
^Ms order applies desires to bring a suit against a Qatar subject,
tne Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. shall admit the complaint and refer it to
a Joint Court.
(2) Nothing herein mentioned shall prevent the Joint Court
from referring any matter in the progress of a suit which in
volves a point of Mahommedan law to a Kazi for decision, or
from sending any party or witness, being a Mahommadan, to
a Kazi for the administration of an oath.
53 . — (1) Where a person to whom this Order does not apply
obtains, in a Court established under this Order, a decree
or order against a defendant, being a person subject to this
Order, and in another suit that defendant is plaintiff and the
person to whom this Order does not apply is defendant, the
Court may, if it thinks fit, on the application of the person
subject to^ this Order, stay the enforcement of the decree or
order pending that other suit, and may set off any amount
decreed or ordered to be paid by one party in one suit against
any amount decreed or ordered to be paid by the other party
in the other suit.
(2) Where a plaintiff, being a person to whom this Order does
not apply, obtains a decree or order, in a Court established
under this Order, against two or more defendants being persons
subject to this Order jointly, and in another suit one of them is
a plaintiff and the person to whom this Order does not apply
is defendant, the Court may, if it thinks fit, on the application
of the persons subject to this Order, stay the enforcement of
the decree or order pending that other suit, and may set off any

Much of the correspondence compares the situation in Qatar with Bahrain, Muscat and Kuwait and a copy of the Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. (1935) is contained on folios 226-233.

The file also contains a limited amount of correspondence in Arabic (with English translations) between the ruler of Qatar, Shaikh ‘Abdullāh bin Jāsim Āl Thānī and the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. in Bahrain.
