Present
THE KING’S MOST EXCELLENT MAJESTY
IN COUNCIL.
Whereas by Treaty, capitulation, grant, usage, sufferance,
and other lawful means His Majesty the King has jurisdiction
within the territories of the Sheikh of Qatar:
NOW, THEREFORE, His Majesty, by virtue and in exercise
of the powers in this behalf by the Foreign Jurisdiction Acts,
1890 and 1913, ( a ) or otherwise in His Majesty vested, is pleased,
by and with the advice of His Privy Council, to order, and it is
hereby ordered, as follows: —
Part I.—Preliminary and General.
1 . This Order may be cited as “ The Qatar Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. ,
1938.”
2. The limits of this Order are Qatar and the coast and islands
of the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. , being within the territories of the ruling
Sheikh of Qatar, including the territorial waters of Qatar ad
jacent to the said coast and islands, and all territories, islands,
and islets which may be included in the territories and be the
possessions of the ruling Sheikh of Qatar, together with their
territorial waters.
3 . This Order is divided into parts as follows: —

This file contains correspondence between British officials regarding jurisdiction over foreigners in Qatar as per the Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. agreed between the two countries. The file contains correspondence regarding the wording and details of the Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. and contains versions of the document from 1938 (folios 156-171) and 1939 (folios 244-259) as well a draft from 1937 (folios 88-103).

Much of the correspondence compares the situation in Qatar with Bahrain, Muscat and Kuwait and a copy of the Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. (1935) is contained on folios 226-233.

The file also contains a limited amount of correspondence in Arabic (with English translations) between the ruler of Qatar, Shaikh ‘Abdullāh bin Jāsim Āl Thānī and the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. in Bahrain.
