4 . In the construction of this Order and of any Rules, Regu
lations or Orders made thereunder the following words and ex
pressions have the meaning hereby assigned to them, unless
there be something in the subject or context repugnant thereto,
that is to say: —
“ Administration ” means letters of administration, in
cluding the same with will annexed, or granted for special
or limited purposes, or limited in duration.
‘ ‘ Qatar ’' includes all places and waters within the limits
of this Order.
“ British Protected person ” means a person other than
a Corporation properly enjoying His Majesty’s protection
in Qatar but does not include—
(i) a British subject as defined in the British Nation
ality and Status of Aliens Act, 1914;
(ii) the subjects of the Sheikhs of Bahrain, Kuwait and
Trucial States A name used by Britain from the nineteenth century to 1971 to refer to the present-day United Arab Emirates. ; or
(iii) such foreigners or Qatar subjects as are persons
subject to this Order under Article 8 [a) (i),
(ii) and (iii) of this Order.
“ British subject ” means and includes
(1) any person who is a British subject as defined in
the British Nationality and Status of Aliens Act,
1914;
(2) British protected persons;
(3) any corporation incorporated under the law of any
part of His Majesty’s dominions, protectorates,
protected states or mandated territories.
Qatar subject ” means a subject of the Sheikh of Qatar,
or any Moslem person, not being a British subject.
“ British ship ’’ means a merchant ship, being a British
ship within the meaning of the Merchant Shipping Act,
1894, ( a ) and, except where the context otherwise requires,
includes a ship belonging to any British subject as herein
defined.
“ Foreigner ” means any person including a Corpora
tion not a British or Qatar subject.
Judicial Assistant ” means the officer for the time
being appointed by the Secretary of State or with his
previous or subsequent assent, by the Governor-General of
India in Council to be Judicial Assistant to the Political
Resident.
“ Chief Court ” means a Court held by the Political
Resident as hereinafter defined.
“ District Court ” means a Court held by the Political
Agent or by the Judicial Assistant.

Much of the correspondence compares the situation in Qatar with Bahrain, Muscat and Kuwait and a copy of the Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. (1935) is contained on folios 226-233.

The file also contains a limited amount of correspondence in Arabic (with English translations) between the ruler of Qatar, Shaikh ‘Abdullāh bin Jāsim Āl Thānī and the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. in Bahrain.
