" The Court ” means a Court held by the Political
Resident, the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , or the Judicial Assistant to
the Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. .
“ Qazi ” means any official Qazi appointed by the
Sheikh of Qatar and accepted by the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. .
Imprisonment ” means imprisonment of either descrip
tion as defined in the Indian Penal Code.
“ Month ” means calendar month.
Joint Court " means a court composed of the Political
Agent and the Sheikh of Qatar or their representatives.
Oath ’' or “ Affidavit '' includes affirmation or declara
tion.
" Offence ” means any act or omission made punishable
by any law for the time being in force.
“ Person includes corporation.
Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. ” means His Majesty’s Agent at
Bahrain, appointed by the Governor-General of India in
Council, including a person acting temporarily with the
approval of the Governor-General of India in Council for
such Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. or his representative or any Political
Agent who may subsequently be appointed to reside in
Qatar.
“ Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. ” means the Office, Residence, Court
or other appointed place of business of the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. .
Political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. ” means His Majesty’s Political

“ Sheikh of Qatar,” hereinafter called ” the Sheikh,”
means the ruling Sheikh of Qatar, or his duly accredited
representative for the time being.
“ Ship ” includes any vessel used in navigation, however
propelled, with her tackle, furniture, and apparel, and any
boat or other craft.
” Treaty ” includes any capitulations, convention, agree
ment or arrangement made by or on behalf of His Majesty
with any State or Government, King, Chief, people, or
tribe, or to the benefits of which His Majesty has succeeded,
whether the Sheikh is or is not a party thereto.
" Will ” means will, codicil, or other testamentary instru
ment.
The expressions ” person to whom this Order applies ” and
" person subject to this Order ” mean the persons referred to

The file contains correspondence regarding the wording and details of the Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. and contains versions of the document from 1938 (folios 156-171) and 1939 (folios 244-259) as well a draft from 1937 (folios 88-103).

Much of the correspondence compares the situation in Qatar with Bahrain, Muscat and Kuwait and a copy of the Kuwait Order in Council A regulation issued by the sovereign of the United Kingdom on the advice of the Privy Council. (1935) is contained on folios 226-233.

The file also contains a limited amount of correspondence in Arabic (with English translations) between the ruler of Qatar, Shaikh ‘Abdullāh bin Jāsim Āl Thānī and the Political Agency An office of the East India Company and, later, of the British Raj, headed by an agent. in Bahrain.
