manifest in which it was shown that the boat was not carrying
any cargo ray agent thought of shipping some cargo to Cutch
Mandvi. \s the Boom was under the order of my agent he (the
agent) ordered the cargo to he shipped. The Boom went out of
the creek after shipment of the cargo when a strong wind sprang
up. As it was Friday and the office was closed he could not
get a mani est for the cargo. In order to save the Boom from
danger hy remaining atjQehai during the stormy .eather the
agent ordered the Nakhuda to sail with the cargo for Gwadur
where he intended to despatch the manifest to him. The Boom
left with a manifest in which no cargo was shown hoping that
he would receive a manifest on arrival at Gwadur. Then the
Boom was at Dohat Khasah, Arab Coast, the Persian man-of-war came
there and captured the Boom and took it to Lingah where the
Nakhuda and the crew were imprisoned.
By agent at fpehai has obtained a certificate from the
Customs Hudir in support o^ his statement which has been
certified by ^heikh ^aid bin ^aktum, Chief of Debai. »
I beg four Excellency to give my case your favourable
consideration as the Persian Government have exceeded their
limits by coming to this place. I hope that by your kindness
we ill get all our dues, ^he cargo of the Boom is shown in
the manifest, ^here are altogether 2400 pieces of cloth.

Other correspondents in the file include the following: the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Kuwait; the British Vice-Consul, Khorramshahr; the Ruler of Kuwait, Sheikh Ahmad al Jabir as Sabah [Shaikh Aḥmad al-Jābir Āl Ṣabāḥ]; the Iranian Minister of Foreign Affairs.

The majority of the file is concerned with a case involving a Kuwaiti sailing craft that was reportedly seized by an Iranian warship (an Imperial Iranian Navy ship referred to as HIMS Babr ) near Henjam [Henjān] on suspicion of smuggling, and towed to Lingah [Bandar-e Lengeh]. Much of the correspondence between British officials is concerned with confirming whether or not the boat was outside Iranian territorial waters when it was seized.

Another case relates to a Kuwaiti boat that was apparently seized by Iranian customs officials at Qusbeh (also referred to as Gusbah) [Qoşbeh-ye Manī‘āt, Khuzestan, Iran], on the Iranian side of the Shatt al Arab. The third and final case concerns a Kuwaiti dhow A term adopted by British officials to refer to local sailing vessels in the western Indian Ocean. that was reportedly seized at Khorramshahr.
