Part 4 contains minutes and correspondence regarding the telegraph lines in Persia, including the planned cession to Russia of the line Tehran - Khanikin [Khanaqin, Iraq], and the disposal of the same line between Kerind [Kūh Kerind, Iran] and Khanaqin.
The principal correspondents are the Persian Minister for Foreign Affairs, the Director of the Indo-European Telegraph Department, the Department of Industries and Labour (Posts and Telegraphs) of the Government of India, the Foreign Office, the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , and the British Legation at Tehran.
The volume contains a copy of the 'Map to illustrate the telegraph lines of the Indo-European Telegraph Department and Connected System' (folio 64).
There is also correspondence mentioning incidents caused by 'Afghan raiders' to the Seistan-Meshed telegraph line, near to the borders with Afghanistan, in 1924.
